The project's focus was on considering how public and voluntary sector learning providers could collaborate to more effectively meet the needs of adult learners. The researchers approached 100 learning providers through questionnaires, interviews, surveys, and case studies of exemplar community consultation events, to ascertain the level of learning among adults across Derby, and to measure the level of collaboration and partnerships in successful learning for adults.

The report concludes that collaborative working requires a shared understanding and common goals between the participants to be effective, taking into account differing perspectives and individual member constraints.
