Many learners applying to Stourbridge College were not yet able to travel on public transport and some possessed very limited road safety skills. Funding for transport was being reduced each year and learners’ options about which college they could attend were being dictated by where they lived. Also, parents were wary of their dependants being travel trained, due to the many perceived safety issues.
