The focus was to establish a  governance structure which  allow them to secure funding from a range of sources while maintaining it's mutual ("staff owned") ethos. 

What is this about and what were the main findings: 

The report offers a plain speaking view of the processes of setting up a new organisation - in this case spun out of an existing, larger one. It described the the range of optionsto be considered, the (sometimes conflicting) sources of advice and the challenges - particularly financial and legal ones. It warns that the cultural    and practical elements of changing the nature of the  organisation should not be underestimated. Data was gathered from observation of practice.
